James N. Rachel is a native of Texarkana, Texas. He is a graduate of the University of Texas where he earned a Bachelor of Business Administration degree with majors in accounting and military science. Mr. Rachel was the distinguished military graduate from the University of Texas in 1968 and was commissioned as a regular Army officer upon graduation. He served in the United States Army from 1968 to 1971, which included one year of combat duty in the Republic of Vietnam with the 101st Airborne Division. As a military officer he was the recipient of numerous awards for distinguished service and valor.
Following receipt of his honorable discharge from the military Mr. Rachel served as a controller and financial officer in industry through 1979. In 1980 he moved to Shreveport and began practice as a public accountant. Mr. Rachel received his certificate as a Certified Public Accountant in 1974. He presently has certificates in Texas, Louisiana, Arkansas, and Oklahoma. He currently manages a CPA firm, which provides tax, audit, accounting and management advisory services to domestic and international clients. His firm provides service to both business and individual clients.
Mr. Rachel is a member of the American Institute of Certified Public Accountants, the Texas Society of Certified Public Accountants, the Society of Louisiana Certified Public Accountants and the Arkansas Society of Certified Public Accountants. He is a past president of the board of directors of North Louisiana Goodwill Industries Rehabilitation Center, Inc., past president of the board of directors of the Northwest Louisiana Lions Eye Bank. He also serves as an officer or director for several area companies.
James, and his wife Ann, reside in Athens, Texas.
William C. Kostelka is a native of Monroe, Louisiana. He is a cum laude graduate from Northeast Louisiana University where he earned a Bachelor of Business Administration degree with a major in accounting. Following graduation, Mr. Kostelka worked in the oil and gas industry for over three and half years before passing the CPA exam in 1984 and going to work in public accounting.
Mr. Kostelka is a member of the American Institute of Certified Public Accountants, the Louisiana Society of Certified Public Accountants, and passed the Louisiana notary public exam in 1989. He served 10 years as an elected member of the Bossier Parish School Board (ending in 2010). He is a member of the Bossier First United Methodist Church where he has served as treasurer, a member and past director of the Bossier City Rotary Club, past president and treasurer of the Northwest Louisiana Lions Eye Bank, and director for the Bossier Federal Credit Union.
He is married to the former Donna Gail Williamson of Bastrop, Louisiana who retired from the Bossier Parish School system as a 30 year teacher. They reside in Bossier City, Louisiana.
Tracy E. Meehan is a native ofBossier City, Louisiana. She is a graduate of Louisiana StateUniversity in Shreveport where she earned a Bachelor of Business Administration degree with a major in accounting.
Mrs. Meehan is a member of the Krewe of Aesclepius, which provides volunteers for a number of local charity organization. She is a member of the United States Tennis Association and participates in many leagues during the year.
